The continued debate over the settlement freeze in Israel has brought the renewed Middle East peace process to a halt before it began. The debate over West Bank settlements has made this latest effort toward peace look more like a heated competition to blame the other side for the breakdown in talks.

Rashid Khalidi, Edward Said Professor of Arab Studies at Columbia University, offers his views about the profound changes needed before a successful peace agreement is possible.
